I guess the best place to start would be at the beginning. Juvenile deliquency has been a "popular" crime in the United States that dates back to the end of the nineteenth cnetury. The first known juvenile court was estabilshed in Illionis in 1899. The creation of the program was based on a group of people known as Child Savers who were looking to keep chilren off the streets, out of trouble and able to make a difference in society.
